Effective February 1, 2025, all requisitions for design and construction duly executed agreements—regardless of dollar value—will be submitted by Planning, Design & Construction Management (PDCM).
Duly executed agreements include:
- Construction agreements
- Construction Professional service agreements
- Executive design and Architect professional agreements

All agreements listed above are executed by Vice Chancellor, Chief Operating Officer, Physical Operations, Planning & Development.
Please note that maintenance agreements currently issued by Procurement will not be impacted by this change.
This modification aligns with UC policies regarding design and construction and addresses new Small Business Enterprise (SBE) reporting requirements issued by the University of California Office of the President.
Updated Submission Process
• CBS2 will no longer submit requisitions or change orders for contracts issued by PDCM
- PDCM-Specific Contracts: Requisitions, including change orders or amendments, will be submitted by Desirea Monahan to ensure compliance with separation of duties.
- Non-PDCM-Specific Contracts: Requisitions, including change orders or amendments, will be submitted by Sara Anastos.
This system update will not alter any existing purchase orders for design and construction work. However, any amendments or change orders to existing purchase orders will be issued by PDCM.

- Space & Capital Strategies & Real Estate
- Fire & Building Safety
- Auxiliaries – Housing
- Experimental Smart Farm
